Assert that the given value is a valid JsonRpcResponse object.

Throws
If the given value is not a valid JsonRpcResponse object.
Parameters
- value: unknown
  
  The value to check.
- Optional ErrorWrapper: AssertionErrorConstructor
  
  The error class to throw if the assertion fails. Defaults to AssertionError.
Returns asserts value is JsonRpcResponse<Json>
